MaxAlready. But right on top of that, Congress is punting the budget fight again.

BlakeShocking.

MaxI know, I know. Two clocks running, and they don't agree.

BlakeSo which one's lying to us?

MaxMaybe neither. Maybe both are telling the truth, and we just don't want to admit we like watching two agencies argue about it.

BlakeNow, that's a downer opener, Max.

MaxThat's the whole hour. But first, what did the Aerospace Safety Advisory Panel actually sign off for for Orion?

BlakeLet's find out what they confirmed.

MaxOkay, so the actual number from ASAP's report card confirmed. Avcoat char loss dropped to under 10% of what Artemis I saw.

BlakeFor anyone who forgot the acronym, Aerospace Safety Advisory Panel, NASA's independent watchdog on this stuff.

MaxRight. And they don't grade on a curve. So when they say under 10%, that's their number, not some NASA press release. They've flagged Orion issues before. They're not exactly cheerleaders for the program.

BlakeNo, they're the panel that keeps telling Congress when NASA's timeline math doesn't add up. Say that again. Under 10% of Artemis I's loss. Not better, under 10%.

MaxThat's not a tweak. That's a whole different re-entry profile working.

BlakeBut why did Artemis I lose that much material in the first place? What was physically happening in there? NASA's own technical write-up on that spells it out. Gas is building up inside the Avcoat itself, trying to vent out during re-entry and getting trapped. Trapped pressure inside the ablative layer.

MaxIt didn't. Engineers went back through something like 200 material samples, plus the instrumented flight data off the actual capsule.

MaxAnd it's all in NASA's own write-up, not some outside theory somebody floated after the fact.

BlakeSo the panel's own write-up is tying the improvement directly to the reworked trajectory, changing the angle and the timing so the heat and the gas interact with the material differently during re-entry, which is the piece nobody talked about while Starship ate the whole news cycle for months. MaxOkay, but genuinely walk me through one example. When has stacking ever front-run a real slip?

BlakeTry to remember the last SLS core stage delay. Segments were vertical for months before that schedule cracked. Metal doesn't reschedule itself.

MaxSo the crane doesn't know it's early.

BlakeThe crane just does what it's told. The schedule is decided somewhere else entirely. Budget, software, testing, whatever's actually the bottleneck that week.

MaxSo basically, the crane's an honest worker in a dishonest system for once.

BlakeThat's generous to the crane, but sure, I'll allow the metaphor for now.

MaxOkay, so fair. Hardware's moving. That part's real. Whether it means Artemis III flies on time is a separate argument.

MaxWait, on the crew capsule that's supposed to fly astronauts around the Moon?

BlakeThat one.

MaxGreat.

BlakeThe MSN write-up on NASA's own analysis is where this surfaces. Same document, same week as the heat shield numbers, just not the headline anyone wanted.

BlakeThat's the discrepancy. One version has this closed out before the next crew ever sits in the capsule. The other pushes the real fix a whole mission down the line.

MaxSo which is it?

BlakeNobody's reconciled it publicly yet. That's the honest answer.

MaxOh, I love that. Two different people at NASA, two different missions, same valve.

BlakeAnd remember, ground testing didn't predict this rate at all, so how confident should we be in whatever number they're using to justify either timeline?

BlakeSo maybe it's time to see what the money side actually looks like. Take it away. Actually, Congress moved on something this week. The House cleared the Senate's FY2027 continuing resolution on September 1st.

MaxWait. An actual bill got somewhere?

BlakeSpacePolicyOnline reported it's headed to the President's desk now. Sign it, and the government stays funded through December 11th.

MaxDecember 11th. Real generous window there.

BlakeIt buys time. Zero 2027 appropriations bills have actually passed.

MaxZero? None of the 12?

BlakeNone. All 12 are still sitting somewhere in committee or worse.

MaxSo the whole NASA top line that's supposed to pay for the new upper stage and the valve redesign, that number doesn't exist yet.

BlakeCorrect. NASA's operating on frozen FY2026 numbers until at least mid-December, whatever those numbers happen to be worth by then.

MaxAnd FY2026 didn't exactly go smoothly either.

BlakeNo. The Committee for a Responsible Federal Budget noted that cycle didn't wrap until April after a shutdown that ran mid-February clear through the end of April.

MaxSo the last time Congress tried this, it took a two and a half month shutdown before a real budget came out the other side.

BlakeAnd this time they've got a harder deadline, a midterm sitting right in the middle, and a NASA program mid-restructure that needs money certainty it flatly doesn't have.

MaxDecember 11th's after the midterms, though. That's supposed to help, right? Cooler heads and all.

BlakeSupposed to, but in practice it just means whatever fight was too politically expensive to have in October gets dumped straight into a lame duck session with the shutdown clock already running.

MaxLame duck Congress trying to fund a spacecraft redesign. What could go wrong?

BlakeNothing that hasn't gone wrong before. Every appropriations staffer I've talked to treats December as fire drill season on a good year.

MaxSo the propulsion redesign needs a Congress that hasn't passed a single bill all year to suddenly pass 12 of them?

BlakeThat's the exposure. It's sitting right on top of the exact quarter NASA needs stability for that propulsion fix and the restructured upper stage.

MaxCan they just keep punting with another CR in December?

BlakeThey can, and given the track record, I'd bet on it, but every punt is a quarter NASA doesn't get a real number to plan against.

MaxHow many quarters can NASA eat before the redesign schedule just quietly becomes fiction?

BlakeThat's the appropriations version of technical debt. It doesn't go away, it just compounds.

MaxWe've got Kshatriya's hardware clock ticking toward Artemis III, or maybe IV depending who you ask.

BlakeAnd a money clock that resets every few months depending on whether Congress can agree on anything at all.
