<html><p>Baker, McNulty, and Smiley are back; but no longer official members of "The Program". They are now part of the secret unofficial Delta Green organization known as "The Outlaws". There first operation...clean up and old dead guy's apartment. Sounds pointless until some weird details start to emerge.</p></html>
