Trump promised a $5,000 "Trump Dividend" to every adult American if Republicans hold both the House and Senate in November — but here's the problem. The President has no unilateral authority to issue this; Congress would have to pass a roughly $1.3 trillion bill, on top of $40 trillion in existing national debt.
