Send us Fan Mail The mansion tax has moved from proposal to process. The government has begun sending assessors to inspect homes worth more than Β£2m ahead of the autumn budget, preparing to place them in a new, higher council tax band. For prime central London β where much of the stock sits above the threshold β the real question is not whether, but how each home will be valued, and by whom. That single shift framed this week's bulletin. Alongside it: super-prime tenants reportedly paying up to Β£40,000 a week rather than absorb stamp duty and tax uncertainty; the Duke of Westminster winning easier energy retrofits on listed homes; and Amancio Ortega's Pontegadea buying a London build-to-rent scheme for around Β£150m β a reminder that the world's largest private fortunes still read London's fundamentals as sound, whatever the near-term noise. The pattern beneath the week: tax, not the market, is setting behaviour at the top. Owners with structure and timing in place will navigate reform far better than those who wait to be told what it means. This week's bulletin reads six stories through a prime London lens: β Tech-founder money reshaping super-prime, ice baths where the home gym used to be β A widening northβsouth split, with London still the exception β Labour's proposed mansion tax, and a Valuation Office now preparing to price high-value homes directly β The short autumn window for commonhold β HMRC tightening the paperwork on Section 162 incorporation relief β A Β£1.83bn bridging market keeping stalled chains alive Thirty years advising at the top of this market says the same thing each week: the owners who read the signals early are the ones who move well. Send us Fan Mail Six developments shaping the prime central London property market this week. New HMRC disposal data shows overseas owners stepping back from top-end UK residential property, with sales above Β£5m thinning as tax changes bite ahead of a two-point rise on property income in 2027. Elsewhere: falling values are allowing families to reclaim overpaid inheritance tax; the private-rented reforms are slowing the lettings market, with the student sector feeling it first; planning permissions have fallen to a twenty-year low; new rules are set to make pub-to-residential conversions harder; and demand for air conditioning is reshaping what buyers treat as standard. A concise, independent read on the numbers and what they mean for owners and advisers in prime London. Send us Fan Mail Four London boroughs. Fifty-five per cent of the proposed mansion tax. This is where the Budget conversation starts. This week: why the mansion tax would fall on just four postcodes; how Grosvenor's spending across Mayfair and Belgravia shows the core still holding; what one hundred days of the Renters' Rights Act is doing to rental supply; why China's super-rich are hunting for tax counsel as Beijing targets offshore trusts; and where the patient institutional money β Long Harbour's Β£160m into prime London build-to-rent β is quietly going. The through-line: loud tax noise at the top of the market, patient capital still committing beneath it. Send us Fan Mail This week the market is being moved by a tax that does not yet exist. Speculation over how Andy Burnham will reshape property taxation is already doing the damage the reforms themselves have not. Buyers and sellers are hesitating, and prime London β where transactions are already thin β feels it first. In this week's bulletin: β The "uncertainty tax" freezing decisions before anything is legislated β Why the Fairer Share model unsettles build-to-rent investors β Britain's landlords are internationalising β Indian, Nigerian, Polish and Irish nationals now lead new incorporations β Nearly one in ten UK purchases now draw on funds held overseas β A leasehold consultation that could shift thousands between leaseholder and freeholder β Three bidders circling the Β£350m Fizzy Living portfolio Six stories, one prime London lens. Send us Fan Mail With 30 years in prime central London, Farnaz Fazaipour talks to architect Nicholas Boyarsky about the upheaval in building control. The move to the Building Safety Regulator (BSR) forced private approved inspectors to reβregister and many couldn't, and went into liquidation. The result: a growing BSR backlog of transitional cases and real delays for developers and homeowners. Send us Fan Mail This week the property-tax debate stopped being theoretical and started showing up in prices. Reports put a Β£247,000 fall on Westminster values as the market absorbs the proposed High Value Property Surcharge β the Β£800-a-year homes tax β plus talk of a land value tax to replace council tax and stamp duty. Green Street News confirmed prime London is now around 25% below peak, with two-thirds of luxury schemes since 2012 still unsold. The Financial Times found overpriced homes take four times longer to sell, and mortgage rates hit an eleven-month high. All six stories are in this week's Tuesday News Bulletin. Send us Fan Mail Ten weeks in, and the Renters' Rights Act is no longer a debate β it's the operating reality. The headline change is simple: a landlord can no longer demand a year, six months, even three months upfront as the price of a tenancy. One month, then you're periodic. The abuse it was written to stop is real, and I've seen it. Not our tenants, not central London β a single mother on a Tesco wage, three children, a landlord insisting on a full year in advance. She raised it through a doorstep lender charging 15% a month. That is not a rental market. That is exploitation dressed as a referencing check, and stopping it is right. But the street is telling a more complicated story. Where landlords used upfront rent to take a chance on someone thin on paper β an international student, a new arrival, a tenant without a UK guarantor β that door is quietly closing. The workaround isn't fairer access. It's guarantor demands and deposit-replacement products, and a harder no for anyone who can't clear them. The other pinch is on the sell side, and it's the one our clients feel most. Plenty of prime owners are sellers if the price is right. Under the new rules, if you let while you wait, you can't run a sale and a let at the same time β and unwinding a tenancy to take a genuine offer is now slow and awkward. If you're a committed long-term holder, you plan around it. If you're an opportunistic seller, it's a real constraint on your optionality. The clean read: the Act fixes an ugly problem at the bottom of the market and hands a planning problem to the top. Both are true at once. What we're watching next: whether the guarantor squeeze hardens, and whether prime landlords start pricing the reduced flexibility into how they hold. Send us Fan Mail 8. Podcast description (Spotify / Apple) This week's London Property News Bulletin: why being asset-rich isn't the same as being able to pay. One in seven UK households now holds a net worth of Β£1m+, mostly locked in property and pensions β making a wealth tax on paper value a real risk for prime London owners. Plus landlord sales concentrated in London and the South, a Β£24.4m private facility refinancing a Belgravia freehold as Gulf capital keeps deploying, prime rents edging up under the Renters' Rights Act, new leasehold service-charge protections, and why sellers still pricing to 2021 are watching listings go stale. Send us Fan Mail The people being forced to sell prime London right now are not who you think. Not developers. Not buy-to-let landlords. Farnaz Fazaipour, 30 years in prime central London, walks through who's selling, who's buying, and why this correction is structurally different. Send us Fan Mail For almost 30 years, the same structural problem has repeated: the government regulates property owners directly because the agents advising them carry no professional accountability. No licence. No exams. No liability. In this Friday Opinion, Farnaz Fazaipour makes the case that the compliance burden has been landing in the wrong place β and asks whether mandating agent regulation would genuinely ease that burden, or simply add another layer to a market that already has too much of it.
